During shiai, points are scored in the blink of an eye but it takes more than being the faster competitor to score a clean hit. The shimpan look for how well a kenshi sets up the opportunity to score and how they react to the situation as this video illustrates. I'm working on a more detailed translation of what the narrator says but the subtitles convey most of the pertinent information.
